Terre des hommes Partnership and Localization Policy

Terre des hommes (Tdh) developed its Partnership and Localization Policy in 2024, which defines the organization-wide framework for collaborating with local and national partners. The focus remains on building sustainable partnerships and strengthening local actors.  

The policy redefines Tdh's role and positioning in the aid sector and sets out concrete steps towards localization. Tdh’s new role will focus on Organizational Development, Technical Expertise and Advocacy Support. This approach gives Tdh’s local and national partners more independence, ownership and sustainability.   

Based on the 2023 Situation Analysis Report, the policy sets out seven principles for collaborating with local and national partners to ensure its full implementation by the end of 2028:   

  • Long-term partnerships: Ensuring sustainability and continuity.  
  • Direct and indirect funding: Supporting partners in fundraising and ensuring equitable distribution of funds for long-term sustainability.  
  • Capacity development: Supporting local partners in technical, organizational and professional skills and mutual learning.  
  • Partner identification, value alignment and security: Streamlining the due diligence procedures, promoting mutual value alignment, and mitigating risks through joint action plans.

  • Adapted methodologies: Ensuring participation and adapting methods to local contexts and needs.  
  • Decision-making and networking: Enhancing partner representation and ensuring participation in decision-making mechanisms. 
  • Dialogue, participation and feedback: Encouraging active dialogue and partner engagement at all levels and continuous feedback to improve collaboration.
