Transparent and effective governance: Helvetas Knowledge Series

As part of the Helvetas Moving Governance Program, a knowledge series will be published to share experiences, analyses, and approaches. These are based, among other things on the knowledge exchange between governance projects in various countries that aim to strengthen local governance and civil society. All projects aim to strengthen local and national institutions so that they can provide services efficiently and ensure public decision-making processes. (1) Political economy and power analysis and (2) Strengthening institutional frameworks for inclusive and responsive local governance are the first two knowledge products in the Moving Governance Knowledge Series:  

(1) Political Economy and Power Analysis (PEPA): PEPA provides guidelines and examples for analyzing the political, social and economic dynamics that enable or hinder development. The resulting understanding enables governance challenges to be addressed effectively. PEPA has three key aspects: 

  • Learning the game: Developing a comprehensive understanding of a context's informal and formal political system.
  • Changing the game: Applying PEPA strategies to influence through human rights-based action.
  • Winning the game: Contributing to positive systemic change.

(2) Strengthening institutional frameworks for inclusive and responsive local governance: This knowledge product shows how to identify and strengthen local civil society networks and how they can bring about sustainable change.

Drawing on lessons from projects in Bhutan and Bolivia, it shows how institutional frameworks have been strengthened in these different contexts. A third example illustrates how projects can adapt to more restrictive frameworks and a shrinking civic space.
