Terre des hommes partnership toolkit
With its new Partnership Toolkit, Terre des hommes (Tdh) takes another important step in the implementation of its Partnership and Localization Policy. The toolkit is designed to strengthen cooperation with local and national actors (LNAs) and to establish partnerships on a sustainable, transparent, and fair basis.
The toolkit is based on internationally recognized standards such as the Grand Bargain initiative, which aims to channel at least 25% of humanitarian and development funding directly to local actors by 2025. To support this goal, the toolkit offers practical tools, including standardized contract models, clear mutual due diligence procedures for local organizations, and guidelines for effective partner management. The toolkit is complemented by communication tools to facilitate collaboration between Tdh delegations and their partner organizations worldwide.
The publication of this toolkit builds on two previous Somaha funding outcomes, which address key components of Tdh's Partnership and Localization Policy. The situation analysis provides the foundation for an in-depth study of existing partnerships and their challenges. Building on this, the Localization and Partnership Policy defines the strategic principles for more effective cooperation with local actors.
The Partnership Toolkit is the practical implementation of this strategy. The toolkit will be tested in six pilot countries (Albania, Hungary, India, Mauritania, Nepal and Ukraine) with at least 12 LNAs in 2025 and introduced as a standard instrument for all Tdh delegations from 2026 onwards. A step-by-step translation into different languages will ensure that the content is accessible to all partner organizations.
