Helvetas Knowledge Series: Inclusive governance

The third knowledge product Inclusive Governance was published as part of the Moving Governance Program. This publication identifies elements for inclusive governance. A special role plays the inclusion of marginalized population groups plays.   

The knowledge product Inclusive Governance presents experiences, approaches and instruments that serve to ensure participation in decision-making processes for all section of the population and groups.  Four country examples are used to illustrate how inclusive governance can be designed and implemented in different contexts:  

  • Tanzania: Participation in the food system is promoted by actively involving citizens and organizations in decision-making processes. This gives disadvantaged groups better access to healthy food and fairer market structures. 
  • Guatemala: Political participation of women is promoted by preparing them for leadership roles and involving them in decision-making processes. This helps to break down barriers and gives women a stronger voice in politics.
  • Bangladesh: Through training and mentoring, women are specifically prepared for political office in order to increase their representation and influence in local governance. At the same time, social norms are reflected in order to enable the long-term political participation of women.  
  • Kosovo: Vulnerable communities are supported to review public spending and policy decisions.  This helps the government to develop fiscal and social policies that take into account different population groups.

These examples illustrate how political and institutional participation can be promoted through targeted interventions. In addition to strengthening civil society and promoting women in leadership positions, transparency in political processes and the accountability of authorities are key elements of citizen participation and a functioning public service.
